ChatGPT Ads expands to 31 European markets: ads on the Free and Go plans

In an announcement dated August 18, 2026, OpenAI said ChatGPT Ads is expanding to 31 European countries. Ads will be shown only to users on the Free and Go plans while the higher paid tiers stay ad free. Access runs first through agency and technology partners.

01 · WHAT HAPPENED?

Europe follows a six month pilot in the U.S.

Per the OpenAI announcement dated August 18, 2026, ChatGPT Ads expands next week to 31 European countries. The announcement does not list them all, giving Germany, France, Spain, Italy, Sweden, Norway, Denmark, the Netherlands and Austria as examples.

Reporting sourced from AFP and from Dataconomy puts the go live date at August 24. The announcement itself only says next week.

Advertisers will initially reach the platform through three doors: the OpenAI Ads Solutions team, agency partners and technology partners. Self service access through Ads Manager is said to follow later.

Ads will be shown only to users on the Free and Go plans. Plus, Pro and Enterprise subscriptions remain ad free.

02 · THE DETAILS

The measurement layer got built in six months

OpenAI says it began testing ads with a pilot in the United States in February, expanded to eight additional markets over the past six months, and that the 31 European markets make its largest expansion to date. That description is the company's own.

The same announcement lists what changed on the platform side. Bidding moved beyond CPM and CPC to support conversion optimization. Geo targeting and custom audiences were added. Measurement was extended beyond clicks through the OpenAI Pixel, the Conversions API and third party measurement integrations.

Per the announcement, tens of thousands of marketers have now advertised on ChatGPT.

On ad principles OpenAI stresses four points: conversations stay private from advertisers, customer data is never sold, ads are clearly labeled and separate from answers, and advertising does not influence the answers ChatGPT provides.

Per Digiday and Trending Topics, personalized advertising in Europe requires active opt in. Without consent the ads stay contextual, meaning they draw on signals such as the topic of the ongoing conversation, approximate location, device type, time of day and language. Users can withdraw consent later.

03 · WHY IT MATTERS

Intent now arrives as a sentence, not a keyword

The real change here is not geography, it is how intent gets expressed. Instead of typing three words into a search box, a person explains what they want to do, what matters to them and what constraints they face. Placing ads inside that flow pushes targeting from keyword matching toward context matching. That assessment is ours.

Second, the measurement layer now exists. A pixel, a conversions API and third party measurement integrations are the sign of a channel leaving the experiment stage and becoming budget worthy. A channel that counts clicks and a channel that optimizes conversions are not the same thing. That inference is ours.

Third, the consent architecture sets the default. Because personalization is opt in across Europe, a meaningful share of early volume is expected to sit on the contextual side. Contextual advertising looks at the conversation rather than the identity. That raises the weight of creative and message and lowers the weight of audience lists. That reading is ours.

Fourth, and perhaps most important, the separation of ads from answers is stated plainly. Buying an ad is not buying a mention inside the answer. Being cited in the answer remains a separate job: the job of content, sources and verifiable information around the brand. Decisions about bot access affect exactly that second side.

04 · TURKEY

What it means for businesses in Türkiye

First the boundary: Türkiye is not among the nine countries named as examples, and OpenAI did not publish the full list of 31. So the announcement does not tell us whether Türkiye is on it. The assessment below is not in the sources, it is our reading.

For exporters selling into Europe the practical takeaway is this: the channel opens, but the door is not self service yet. Since access starts through agency and technology partners, a brand that wants in should get its measurement and conversion side ready first.

For businesses selling domestically the job today is preparation rather than spend. Product and service pages that answer comparison questions clearly, differences written out beyond price, and server side measurement already in place are what make day one possible when the channel arrives.

On consent, Türkiye already works with a similar discipline. Because KVKK requires explicit consent for cookies and marketing permissions, the European opt in architecture is familiar territory. The real lesson is having a marketing setup that still works when permission is not granted.

One caution to close: a new channel opening does not reduce the value of existing ones. If the conversion path on search and social is not working, a new channel simply repeats the same problem at a higher cost.

The first question is this: can we measure what the person coming from that channel actually does? If the conversion definition is vague and the server side event stream is missing, a new channel only splits the budget and makes learning harder. That is why the most useful part of this news is that the expansion arrives together with measurement tools. One more distinction is worth keeping: ad visibility is bought, a mention in the answer is earned. The two need separate budgets and separate methods.
