322,000 firms and 39 million products inspected in eight months, TRY 2.24 billion in fines

On September 11, 2026 Türkiye's Ministry of Trade published its market inspection results for January through August 2026: 321,911 firms and 39,243,067 products inspected, TRY 2.24 billion in administrative fines. Advertising and unfair commercial practice violations drew TRY 218.48 million, consumer contract violations TRY 540.14 million. The Turkish Competition Authority fined a further 248 firms TRY 19.7 billion in the first eight months of 2026.

01 · WHAT HAPPENED?

The Ministry published its eight-month inspection results

In an official press release dated September 11, 2026, Türkiye's Ministry of Trade shared its market inspection results as of August 2026. According to the release, 321,911 firms and 39,243,067 products were inspected between January and August, and administrative fines totaling TRY 2.24 billion were imposed for the violations found. The Ministry opens by stating that its inspections are continuing without slowing down. For August alone the picture is this: 39,758 firms and 4,964,776 products were inspected, and 8,951 businesses were fined TRY 366.58 million. The release is written in the institution's name; no minister or other official is quoted, and the names of the fined companies are not shared. It announces no new regulation or effective date; it simply presents the eight-month inspection statistics broken down by two directorates general and the provincial directorates in all 81 provinces.

Three sources of fines: excessive pricing, consumer contracts, provincial inspections

The results are split across three units. The Directorate General of Domestic Trade inspected 54,823 firms for unfair commercial practices, hoarding and excessive pricing and fined 5,574 businesses a total of TRY 692.03 million; TRY 399.55 million of that came from excessive pricing, TRY 142.63 million from the automotive sector, TRY 39.03 million from real estate and TRY 13.12 million from jewelry. The Directorate General of Consumer Protection and Market Surveillance inspected 37,445 firms and fined 1,342 of them TRY 771.09 million. The largest item there is consumer contracts at TRY 540.14 million, covering pre-paid housing sales, subscription contracts, distance selling contracts, installment sales, package tours and timeshares. Advertising and unfair commercial practices drew TRY 218.48 million, and violations found in product safety (market surveillance) inspections TRY 12.47 million. The Provincial Directorates of Trade in 81 provinces inspected 229,643 firms and fined 47,474 of them TRY 777.63 million. In Istanbul 5,151,297 products were inspected and 123,759 non-compliant products drew TRY 578.53 million in fines; Ankara inspected 14,514,943 products and Antalya 4,425,023.

03 · WHY IT MATTERS

Competition Authority fines join the table, but the breakdowns are limited

A separate paragraph in the release covers the Turkish Competition Authority. In the whole of 2025 the Authority fined 227 firms TRY 13.23 billion; in the first eight months of 2026 it fined 248 firms TRY 19.7 billion, chiefly in labor markets, information technology and platform services, the automotive sector and the food industry. The significance of the Ministry's results lies less in any single number than in the breadth of enforcement: from price tags to subscription contracts, from ad copy to product safety, every layer was inspected and fined in the same period. Several things are left out, however. The release does not say which sectors or channels the advertising and unfair commercial practice fines came from; the words e-commerce, internet, social media and influencer do not appear in the text. Fined companies are not named, and apart from the Competition Authority paragraph there is no year-on-year comparison. A conclusion that digital ad fines went up therefore cannot be drawn from this release; all that is known is an advertising fine item of TRY 218.48 million in eight months.

What it means for businesses in Türkiye: four items, one checklist

This story covers Türkiye directly and exclusively: the national inspections of two directorates general and the provincial directorates in 81 provinces. The boundary is also clear: the source gives no e-commerce or social media breakdown, so the connection below is our interpretation. Seen from a business, four practical headings emerge. First, TRY 218.48 million in fines for advertising and unfair commercial practices in eight months shows that ad copy, discount messaging and statements that could mislead consumers are under active enforcement. Second, the largest fine item is consumer contracts at TRY 540.14 million; since distance selling and subscription contracts fall under this heading, an SME selling online should treat pre-contract information, withdrawal rights and return processes as a compliance priority. The TRY 19.7 billion the Competition Authority imposed in platform services and information technology is a separate warning for marketplaces and digital platforms.
